All persons absent: "Cancel" tour, "release" personnel and vehicles

If all passengers are set to "absent" (regardless of the type of absence) in a tour, Nova should include an option to remove staff and vehicles from the tour for those days.

This reduces the "planned hours" and allows them to be scheduled for other tours on the days in question.

This function should be optional, as there may be use cases where staff should remain on the tours.
