Separate overview for personnel

The list of personnel is currently located at the company and behind several clicks. Personnel data is housed in two dialogs and there are very few links.

We want to turn the personnel overview into a higher-level master data menu, similar to facilities, stops, clients and companies.

This would give HR managers, for example, quick access to the personnel list and enable them to work faster and more extensively in NovaHub.
